In June 2016, the Service de police de l’agglomération de Longueuil (SPAL) became the first police force in North America to offer cyclists the option of cancelling a ticket if they agree to attend a bicycle safety education and prevention session.
In 2018, SPAL is enhancing its offer to enable pedestrians at fault to also swap their ticket for a training course that will help them learn more about the right behaviors to adopt on the road.
The following rules are particularly targeted:
By bike :
- Coming to a stop at a red light
- I drive on the far right and in the direction of traffic
- I don’t drive on the sidewalk
- I wish to inform you of my intention to fire
- In the dark, I make myself seen
On foot :
- I avoid distractions
- I make eye contact
- I know where and when to cross
- In the dark, I make myself seen
The
sessionIf a cyclist or pedestrian is caught at fault, he or she must make an appointment within 15 days (inclusive) of the date of issue of the statement of offence and attend a road safety information session to have the statement of offence withdrawn.
The education and prevention session lasts about an hour and a half, and includes an interactive section to encourage participation. The sessions are offered by SPAL’s Prevention and Strategic Action Section officers, who will confirm the presence of offenders so that the Longueuil municipal court can proceed to withdraw the statements of offence.
