Shopping bags

Since September 1, 2016, the Ville de Brossard has implemented By-law 351 (amendment 351-01), which prohibits the distribution of certain types of single-use shopping bags in businesses throughout its territory. Brossard is one of the first major cities in Quebec to have introduced a concrete measure to reduce residual materials at source.
On April 22, 2022, the Communauté métropolitaine de Montréal (CMM) launched a call for everyone to take collective action to reduce the use of single-use plastics on its territory. Through this approach, the CMM aimed to encourage municipalities to adopt a model by-law for those who did not yet have a by-law addressing the ban on plastic shopping bags, or to amend their existing by-law to remove the notion of thickness from the bags covered by the ban.

On February 14, in line with the city’s source reduction objectives, the municipal council adopted amendment 351-02 to modify the by-law governing the distribution of shopping bags on the territory. As a result, as of June 1, 2023, it will be forbidden to distribute any plastic shopping bag, regardless of thickness.
