The triennial property assessment rolls for the cities of the agglomeration of Longueuil, of which Brossard is a part, are now available. These came into force on January 1, 2025. Citizens received a notice of assessment by mail in November.

The property assessment roll is a summary of the inventory of immovables located on the territory of a municipality, assessed on the same basis and at the same date. It is a basic element of Quebec’s municipal tax system.

In effect for three municipal fiscal years, the assessment roll is first and foremost a major instrument for distributing the tax burden. It also serves as the basis for school property taxation and is used to allocate expenses among various organizations (metropolitan communities, MRCs, etc.).

Inventory maintenance: valuing your property

Each year, theagglomeration of Longueuil maintains an inventory of a lot of properties in order to update the assessment files, based on the actual condition of the premises.

Citizens who receive the letter for inventory maintenance are asked to allow the firm’s technician access to their home, in accordance with the law(Art. 16 to 18 of the LFM).

If you are not available at the time of the technician’s visit, you will be given a document telling you how to make an appointment with them.

The Municipal Taxation Act requires the assessor to ensure the accuracy of the data in his possession(Art. 36.1 of the MTA).

Notice to notaries

  • Since 2019, the suppletive law is applicable to the Ville de Brossard.
  • The notary must inform the new owner(s) of the date of future payments and the amounts to be paid.

Water consumption – Water meter

  • Info copropriété : Since 2022, water billing for condominiums has been done directly to each co-owner according to their fraction. If a water bill appears on the tax statement, it is indeed a bill payable by the owner.

A letter will be mailed to the owners concerned prior to the appraiser’s visit.

The inventory was kept several years ago. In Brossard, theagglomeration of Longueuil is legally obliged to physically visit a minimum of 40% of properties. Note that this may vary from year to year, depending on the date and status of the last inventory.

Section 15 of the Municipal Taxation Act states: “The assessor or his representative may, in the performance of his duties, visit and examine a property situated within the territory of the local municipality, between 8 a.m. and 9 p.m. from Monday to Saturday, except on a holiday.”

The Municipal Taxation Act in no way indicates that a questionnaire can be sent out. The standards of practice of the Ordre des Évaluateurs Agréés du Québec have allowed us to use alternative means since 2020, but only in well-defined proportions.

For condominium units, we usually send a letter to the syndicate of co-owners advising that we will be maintaining the inventory of condo units in a particular building.

In the near future, the majority of appraisals for this type of property will be carried out by remote inspection.
