Certificates required: the documents required are indicated on the application form.

Important update to the application guide

Please note that the Application Guide has been updated to clarify the application of certain requirements of the Règlement sur la sécurité des piscines résidentielles.

They mainly concern :

  • Requirements for doors and windows in a wall forming part of an enclosure;
  • Installation of double doors in an enclosure;
  • The height of railings on a terrace giving access to a swimming pool or a balcony with no external exit.

Since each situation is unique, if in doubt, we invite you to check with our urban planning team to see if your solution complies with provincial regulations. Contact Services Brossard at [email protected] or 450 923-6311.

End of acquired rights for swimming pools

To reduce the risk of young children drowning, on July 1, 2021, Quebec amended the Regulation respecting the safety of residential swimming pools, which now applies to all pools, regardless of when they were installed. As a result, the existing by-law now applies to all residential pools, and owners who have lost their acquired rights have until September 30, 2025 to comply with the Residential Pool Safety By-law.

In addition, the government has added regulations concerning :

  • chain link fences;
  • the distance between the floor and the bottom of the enclosure;
  • walls with openings used as enclosures;
  • doors built into an enclosure;
  • fixed elements installed near the pool or enclosure;
  • diving boards.

IMPORTANT

  • As the owner, it’s your responsibility to make sure your pool is up to code.
  • You have until September 30, 2025 to bring your pool and its surroundings into compliance with the regulations.
  • Also consult our explanatory leaflet, as some municipal by-law standards may differ.
  • The City will issue permits for the modifications made to ensure that the new installations are compliant.

The Ministère des Affaires municipales et de l’Habitation provides a self-assessment form on its website. We strongly suggest that, after reading the application guide below, you use it to check the points where you need to make changes.
