The city has presented a budget, which includes a tax freeze, totalling $187.5 million.
Brossard Mayor Doreen Assaad and Finance Director Annie Germain presented the city’s 2021 budget at a special public meeting held on December 8. Totaling $187.5 million, the 2021 budget adopted by the municipal council is 2.9% higher than the 2020 budget ($182.2 million) and includes a tax freeze.
“Our sound management of public finances, combined with the government assistance received to offset the financial impact of managing the Covid-19 pandemic, enables us to announce today a tax freeze for the year 2021. This is an important measure that will bring some respite to Brussells families and businesses, who have been hard hit this year,” said Mayor Doreen Assaad. I’m delighted that we were able to make this possible despite a significant 6.7% increase in Brossard’s share of the agglomeration’s taxes, the highest in five years,” she continued.
In 2020, despite the pandemic, the City of Brossard maintained its focus on improving services to citizens and upgrading its infrastructures. Two new infrastructures attracted particular attention: the skate park and the recent opening of the new aquatic complex, a 100% accessible facility unique in Quebec.
Enhanced services and infrastructure continue into 2021
In its 2021 budget, Ville de Brossard is pursuing its plans to improve services and infrastructures, with the aim of enhancing the quality of life of Brossard residents.
Services under development include, among others, the addition of new groups at Camp de jour les Frimousses, including some for 4-year-olds, and the completion of the recently begun redevelopment of the Brossard Georgette-Lepage Library’s youth sector. On the environmental front, Brossard will begin implementing a climate change adaptation plan. Finally, the city will be adding 12,000 doors to its organics collection system.
Three-year capital program 2021-2023
The three-year capital expenditure program (PTI) for 2021-2023 includes major projects totalling nearly $211 million over a three-year period. Nearly $127 million will be allocated to infrastructure, $35 million to buildings, $42 million to parks and $7 million to information technology and various equipment. Brossard will continue its program of infrastructure improvements, including the construction of new sidewalks and street repairs, as well as measures to improve safety on the city’s streets and pathways. Investments of some $20 million over five years are also planned for the reconstruction of the outdoor pools. A tree-planting program worth more than $2.6 million over three years will be implemented as of 2021, as well as continued work to refurbish and beautify parks. In addition, a special urban development plan will be deployed for the TOD Panama sector, in anticipation of the upcoming arrival of the Réseau express métropolitain (REM) on Brussel territory.
“The members of the municipal council have risen to the challenge of reconciling investment in major projects with the unavoidable need to refurbish and maintain our main assets. In addition to infrastructure, the portion allocated to parks remains the most significant. In so doing, this three-year investment program bears witness to our determination to further consolidate the balance between economic development, sustainable development and the development of a safe, healthy and high-quality living environment,” concluded Mayor Assaad.
