The municipal council has adopted the by-laws revising the urban plan.
At the July 2 municipal council meeting, council members adopted by-laws revising the urban plan, including two special urban plans (PPU), and amending various urban planning by-laws to ensure its implementation. These adoptions pave the way for the implementation of tools that will guide development according to the vision of tomorrow’s Brossard, and for the lifting of the Interim Control By-law (ICB) on densification. With the updating of its urban plan and associated bylaws, Brossard has taken an important step forward in providing a better framework for development in the years to come.
“The adoption of the bylaws represents a landmark moment in Brussel’s history, and we are proud to move forward with an updated urban plan that reflects the aspirations and concerns of the population. This is the culmination of several years’ work, and we will now be able to bring to life a thoughtful, coherent, equitable and evolving development vision. More than ever, we will be able to carry out projects that will improve the quality of life of our citizens, by creating dynamic and sustainable environments for the community,” emphasizes Doreen Assaad, Mayor of Brossard.
Regulations that look to the future while respecting the present
The bylaws adopted will harmonize building density and heights between developing and mature areas. Thus, higher heights and densities will be found in the heart of redevelopment areas and TOD(transit-oriented development) zones, close to Rapid Transit stations.
(REM) and major boulevards. Standards are also set to limit the size of buildings and ensure the presence of public and private green spaces.
Important measures are also planned to encourage sustainable, collective and active mobility. Brossard will therefore make sure to add streets and mobility links in future projects, while securing and improving those on existing streets. Finally, innovative standards aimed at alternatives to the solo car and parking ratios are included in the regulations to minimize the impact of projects on existing neighborhoods, while ensuring supply for future residents.
A look back at the June 20 public consultation meeting
In accordance with the Act respecting land use planning and development (LAU), Ville de Brossard held a public consultation meeting to share its development vision, explain the draft by-laws adopted on June 4 and hear citizens’ views on these draft by-laws. An open house was also organized in conjunction with the meeting, and over 180 Brossard residents took part in both activities. The notes and comments gathered on these occasions demonstrated a positive reception and a commitment on the part of participants to the elements shared and the vision presented.
Following the meeting, the Town took into consideration the comments made, and council members adopted the by-laws at the July 2 council meeting. The public meeting was the culmination of a participatory process begun in 2021, to which over 2,500 people contributed. The city would like to thank its citizens for their involvement throughout the process. Thanks to their input, Brossard was able to create a design plan and vision that reflected their image.
