Revision of the Programme particulier d’urbanisme (PPU) – Centre-ville | Brossard to adopt a new development vision

29 April 2021 Last update 17/05/2025

Ville de Brossard begins its participatory process dedicated to the elaboration of the Programme particulier d’urbanisme (PPU) Centre-ville.

Tomorrow, the City of Brossard begins its participatory process dedicated to the development of the Programme particulier d’urbanisme (PPU) Centre-ville. Citizens are invited to fill in a survey from April 30 to May 17, the results of which will be used to identify the first major orientations that will form the basis of discussions for the next participatory stages.

The revision of the PPU is an opportunity for citizens to get involved in a participatory process for a structuring project for the city. Brossard wants a vision to guide future development in the TOD Panama area, and this will serve as the basis for creating a town center. For this project, the city is working with the consulting firm Atelier urbain.

“The participatory process for developing the Downtown PPU is important. A number of changes will be taking place in the Panama sector over the next few months, particularly with the opening of the REM. Our city is very attractive, and we want to ensure that its development remains in our image. As mayor, I therefore attach great importance to including the population in the process of reflection, so that this project is a vision that we will define together for a downtown that is thoughtful, inclusive, accessible, safe and a great place to live. The municipal council therefore warmly invites citizens to participate in the development of the Downtown PPU. We wish to encourage the realization of a downtown over the next few years that will live up to the expectations of Brossard residents”, emphasized Doreen Assaad, Mayor of Brossard.

Over the coming months, the city will be holding public consultations to gather the expectations and needs of citizens and other stakeholders. The survey is the first step in the participatory process. The aim is to find out what needs to be addressed during the planning phase and to gather general ideas about the project. These elements will help clarify the vision and orientations of the new PPU. In November, ideation workshops will be held with all stakeholders. These workshops will enable us to define more precisely the PPU scenarios. Finally, in 2022, citizens will be invited to take part in a public consultation during which the selected scenario(s) will be presented. This major project is made possible thanks to the financial support of the Communauté métropolitaine de Montréal (CMM) and the Programme d’aide financière pour la planification de milieux de vie durables (PMVD) of the Ministère des Affaires municipales et de l’Habitation. This program meets the objectives of the Quebec government’s Plan for a Green Economy 2030.

“Our government is proud to support cities like Brossard in the sustainable development of their territory. In this way, citizens will be able to express themselves and contribute to improving the quality of life in their community, while fighting climate change,” said Andrée Laforest, Minister of Municipal Affairs and Housing.

“This project will not only contribute to achieving the PMAD’s objective of orienting 60% of new households in TOD neighborhoods by 2031, but above all to realizing our vision of a Greater Montreal endowed with diversified and sustainable living environments. It’s with projects like this one, which focus on a more rational use of space around local services and public transit, that we’ll get there,” says Valérie Plante, Mayor of Montreal and President of the Communauté métropolitaine de Montréal.
