At the City of Brossard’s regular council meeting held on June 14, elected officials awarded various contracts and adopted a number of resolutions that will, among other things, confirm the development of a landing in the Avenue Tisserand sector, carry out corrective work on the drainage trenches in the Brosseau sector, continue the development of the Grand parc urbain and promote urban agriculture.
Temporary car landing for the commissioning of the Panama station
The city council has accepted the new scenario proposed by the ARTM for the development of the temporary car landing on avenue Tisserand in preparation for the commissioning of the REM Panama station. Ville de Brossard thus ensures that the residential character of the area is maintained.
The chosen layout includes a total of six (6) drop-off spaces (10 spaces were included in the initial proposal) linked by a sidewalk to the extension of the multi-purpose pathway leading to the REM station. Landscaping is planned to create a green barrier. Existing bus stops remain on-street, although some modifications are planned.
This variant requires little investment in infrastructure and confers the temporary nature of the landing stage.
On June 16, 2020, the City of Brossard adopted resolution 200616-250, which called for the residential character of Tisserand Avenue to be maintained, and for any proposal to be subject to public consultation and approval by elected officials. The city then asked the ARTM and its partners to analyze solutions.
An information meeting organized by the ARTM and its partners on March 29, 2022, and an open house held on May 3 provided an opportunity to describe the issues related to the arrival of the REM in the “T” sector and to gather comments from citizens on the proposed solution.
“Citizens’ concerns have been heard. It was following the comments received during the citizen consultation process organized with stakeholders that the ARTM decided to propose this new development scenario,” explained Mayor Doreen Assaad.
Adjustment of drainage trenches in the Brosseau sector
The redevelopment of the drainage trenches in the Brosseau sector, deemed problematic based on specific eligibility criteria, will go ahead this summer, with the Board awarding contract SP-22-1655 to the only compliant bidder, Excavation et construction Gélinas inc., in accordance with the prices quoted and the conditions of the bid and specifications, and for an amount of $320,944.95, taxes included.
This work is necessary to correct certain problems arising from the 2019 rehabilitation of municipal infrastructure on streets in the Brosseau sector, during which drainage trenches were built as a stormwater drainage system. Many citizens had concerns about the depth of the trenches and the steep slopes that make maintenance difficult.
Pilot tests have been completed by the City in 2021 for the drainage trenches deemed most problematic. The work involved modifying the geometry of the trenches to reduce their depth and slopes where necessary.
Implementation of the 2022-2023 urban agriculture action plan
City council members enthusiastically authorized the adoption and implementation of the 2022-2023 urban agriculture action plan. Following the adoption of its first Urban Agriculture Policy (UAP) on June 16, 2020, the City of Brossard wanted to develop a plan to respond to its major orientations and encourage the implementation of concrete activities and initiatives on the territory.
The plan, which includes 50 priority actions, was drawn up in collaboration with an internal committee made up of representatives from each of the departments concerned: Urban Planning, Public Works, Engineering, Leisure, Communications and members of the Commission de l’environnement et du développement durable (CEDD).
“Urban agriculture generates numerous environmental, social and economic benefits. I’m delighted that Brossard is encouraging this practice,” emphasized the mayor.
Continued development of the Grand Parc urbain
A new stage has been reached in the development of the Grand Parc urbain with the filing of draft by-law REG-454, the purpose of which is to decree development work on phase 3 of the Grand Parc urbain. This phase will see the construction of a floodlit refrigerated ice rink with roof, a service annex and improvements to improve mobility for cyclists and pedestrians. The design of the plans and specifications will require the involvement of professionals from several disciplines: landscape architecture, architecture, civil, mechanical and electrical engineering, as well as structural engineering.
The construction program will also include all refrigeration system installations, sports and recreational equipment, including basketball hoops, a disc-golf course, street furniture, as well as illuminated bicycle and pedestrian networks between the existing chalet and the permanent retention basin to the east.
“The Grand Parc urbain will undoubtedly become the ideal gathering place for Brossard residents, whether for sports, leisure activities or outings with family and friends,” said Ms. Assaad.
The final budget estimate for this work is $6,950,000.00.
