Dear citizens,
Over the past few days, some confusing information has been circulating about borrowing by-laws REG-499 (library) and REG-503 (municipal vehicles), recently adopted by the municipal council.
The city would like to set the record straight and present you with a clear picture of the projects, how they are financed and their real impact.
Concrete investments to improve your services
The amounts provided for in these borrowing by-laws will enable us to respond directly to the community’s priority needs:
– REG-499 – $6.6 M
To modernize the municipal library:
→ $3.7 million will be used to upgrade equipment and technologies.
→ $2.9 million will be spent on refurbishing the building (roofing, ventilation, heating).
– REG-503 – $1.8 M
To replace heavy municipal vehicles that have reached the end of their useful life.
→ These vehicles are essential to the smooth running of municipal services such as snow removal, road maintenance and public works.
How are these projects financed?
It’s important to point out that the City obtained a grant covering approximately 33.3% ($2 million) of the costs for the library project.
A borrowing by-law provides long-term financing for capital projects or services.
For the avoidance of doubt, no citizen will receive a bill for $608.
Here’s what you need to understand:
- Municipal taxes are never calculated according to the number of people or families, but usually according to the value of each property.
- A borrowing by-law does not necessarily entail a tax increase.
- It is the City’s overall debt management that influences the level of taxation. In this respect, Brossard stands out for its low level of debt, which has actually fallen in recent years.
A city in good financial health
Thanks to rigorous management, Ville de Brossard has budget surpluses, which serve to limit the financial impact of its projects on taxpayers:
- 9.9 million in 2023
- 14.08 million in 2024
These surpluses are reserved exclusively for the benefit of Brossard residents. They enable the city to maintain one of the lowest levels of taxation.
A democratic process governed by law
From July 14 to 18, 2025, from 9 a.m. to 7 p.m., qualified voters may sign a register if they wish to request that a referendum vote be held on any of these by-laws.
