The city council has approved a master plan to implement the first project of its future downtown area.
At its regular meeting on June 11, the municipal council ratified the recommendations of the urban planning advisory committee and approved a master plan for the implementation of the first project of its future downtown area (site planning and architectural integration plan) centered around the REM station and Panama terminus, at the intersection of Panama Avenue and Philippines Street.
The new Panama Brossard project, developed by real estate developers Prével and TGTA, complies fully with current regulations and the draft bylaws adopted on June 4, and is in line with the city’s desire to build a complete living environment with residential, corporate and commercial uses that will form the heart of its new downtown core.

It should be noted that this project is consistent with the content of the various public consultations that took place, with regard to the citizens’ vision of the future downtown area in Brossard. A total of 1,776 housing units are to be built, helping to vitalize and densify a fast-developing part of the city while meeting the housing challenges and demand of Greater Montreal.
Architecturally, the project is rooted in the new vision of the Brossard of tomorrow, which is to create a neighborhood on a human scale, green and focused on active, sustainable mobility. In addition to offering direct access to public transit, an employment hub and a local commercial offering, more than 17% of the land will be given over to parks and green spaces – the equivalent of 5,000m2– and a total of 32% to public spaces.
Finally, as it is the City’s responsibility to make this neighborhood a model of sustainable mobility, sidewalks will be widened on Philippines Street and a bus lane will be created on Panama Avenue.
“This first milestone in the implementation of Brossard’s future downtown confirms our intention to create attractive, user-friendly and innovative living environments that promote sustainable mobility and the influence of the downtown area. A number of steps need to be taken before construction of the first buildings can begin, including building the infrastructure that will serve the project. Preparatory work could begin in 2025, to the delight of Brossard residents,” says Doreen Assaad, Mayor of Brossard.
The City of Brossard unveiled its vision for the future downtown area in December 2023, the result of a participatory process that mobilized the population, local stakeholders and urban planning experts, and adopted the related draft bylaws on June 4. It should be noted that this project will ultimately represent a property value of 1.5 billion euros, which will inevitably generate spinoffs for the entire population.
By offering abundant, high-quality public spaces in continuity with accessible and integrated private recreational areas, this neighborhood will place people at the center of its development, thus responding coherently to the orientations defined in the development vision, which is intended to be coherent, thoughtful, equitable and evolutionary. Existing neighborhoods are expected to retain their peaceful appearance.
