“Despite a significant increase in interest rates, co-payments, costs related to public operations and services, and inflation in all sectors, our responsible management of public funds has enabled us to submit a budget that takes into consideration our citizens’ ability to pay,” stated Doreen Assaad.
Mayor Assaad emphasized that the City of Brossard is evolving, developing and transforming itself according to the needs of its citizens, and that despite the fact that this fiscal year is subject to particular economic conditions and strong growth in the consumer price index (CPI), the municipal council is putting the interests of the population at the heart of all its decisions.
Average increase in residential tax bills of 3.9%.
For 2024, Brossard residents will see their tax bills increase by 3.9%. The partial appropriation of surpluses, in the amount of $9.8 million, helped to contain the average increase in the tax rate, as did the introduction of certain eco-tax measures which, in addition to encouraging eco-responsible behaviour, generated additional revenues of nearly $1.7 million. For example, the owner of an average home valued at $450,882 will see his or her tax bill increase by $113.
Consequently, the year 2024 will enable Ville de Brossard to consolidate its gains by preserving the condition of its infrastructures and facilities, and to begin implementation of the multigenerational center and structuring green space projects. Sustainable development therefore remains an essential component in planning the Brossard of tomorrow. Safety, quality of life and citizen services are also at the heart of the council’s priorities.
“The current economic situation inevitably affects taxpayers. The annual budget has therefore been drawn up objectively and rigorously, so as to have as little impact as possible on everyone’s personal finances,” emphasized Mr. Lucier.
Three-year capital expenditure program 2024-2026 (PTI)
At the special meeting, the municipal council also adopted the three-year capital expenditure program, with investments of $487,000,000 over the next three years, including $100,000,000 in 2024. It is important to stress that the projects listed in the ITP do not represent a formal commitment, but rather a planning of needs to be considered.
For 2024, the anticipated investments aim, as previously specified, to consolidate the City’s assets while preserving the condition of its infrastructure and equipment. On the infrastructure front, the $40.14 million will be used for aqueduct and sewer upgrades on Avenue Van Dyck, Grande Allée and in the Éco-quartier, among other projects. The rehabilitation of the sanitary and stormwater networks in Sector A, the pavement rehabilitation program and measures to improve road safety are also planned. With regard to buildings, the $29.8 million will be used for the construction of the multigenerational center, maintenance of municipal buildings and the replacement program for swimming pools and cottages in Vanier and Champlain parks. Finally, $26.6 million will be devoted to parks and playgrounds. The city will beautify and develop Poly-Aréna Park, the Grand Parc urbain, Radisson Park and the Saint-Laurent project, enhancing its urban canopy and developing the biodiversity corridor and Bois de Brossard.
