Totaling $212.8 million, the 2023 budget adopted by the municipal council includes an overall tax increase of 3.9%.
Brossard Mayor Doreen Assaad, accompanied by Daniel Lucier, Councillor and Chair of the Finance Committee, and Sophie Allard, Councillor, presented the city’s 2023 budget at a special public meeting this morning. Totaling $212.8 million, the 2023 budget adopted by the municipal council includes an overall tax increase of 3.9% for the residential sector.
This budget, built around the theme of tomorrow’s Brossard, has been designed with rigor and responsibility, and is perfectly in tune with the social, economic and environmental reality of the city.
“The economic situation in which we find ourselves, with the rate of inflation having a major impact on taxpayers, has forced us to be extremely rigorous. We have chosen the best measures to respect our citizens’ ability to pay, while maintaining the quality of services they have a right to expect,” declared Mayor Assaad. “Our challenge has been to reconcile financial rigor with our responsibility to realize our vision and build the Brossard of tomorrow,” she continued.
“Brossard’s real estate activity is holding up well and allows us to forecast growth in transfer duties in our budget, which is good news in itself. The appeal of Brossard will continue, and our goal now is to guide development with our partners and optimize its spin-offs for the benefit of our citizens”, emphasized Finance Committee Chairman Daniel Lucier.
“The initiatives and projects we’ll be putting forward in 2023 will enable us to maintain the quality of our infrastructure, and to launch or pursue promising environmental initiatives. That’s how we demonstrate vision and responsibility,” says Councillor Sophie Allard.
The launch of a flagship project
“We listened to the community to identify their expectations and needs in terms of sports, leisure and recreation activities. The town has opted for a multi-generational center, and we’re making it a priority. This will be our flagship project, starting in 2023 and being completed in 2025. As its name suggests, it will cater to a broad clientele, with a multitude of activities to suit all tastes,” announced Ms. Assaad.
The 2023-2025 ITP provides $409.2 million
The guidelines and priorities adopted in drawing up the three-year capital expenditure program (PTI) are to control overall debt, to manage responsibly by preserving the condition of our infrastructure and equipment, and to maximize third-party financing opportunities (grants and partnerships). It is important to emphasize that all the projects included in the ITP do not represent a commitment to invest, but rather a planning of the needs to be considered.
For 2023, in addition to the multigenerational center, key investments include green space projects to enhance the Bois de Brossard. In addition, there are plans for aqueduct and sewer repairs on Maupassant, Van Dyck and Tunisie streets, repairs to Grande-Allée boulevard, a pavement repair program (paving and levelling) and pedestrian pathway repairs (lighting and asphalting). Work will be carried out on the cottages and swimming pools in Parc Marie-Victorin and Parc Champlain. In terms of parks and playgrounds, investments are planned for tree planting to enhance the canopy, upgrading our parks, refurbishing tennis courts and adding pickleball courts to Poly-Arena Park. Finally, an intervention plan for traffic calming measures will be implemented.
Three major projects
Mayor Assaad recently unveiled three major projects designed to make Brossard a city resolutely focused on the future and on the quality of its services to citizens. These three sites are :
- Define the Brossard of tomorrow by defining our vision of the city, our signature, and by integrating our needs in terms of infrastructure, parks and public facilities.
- Define our service offering in terms of citizen approach and customer promise, to better meet the needs of our community, organizations and citizens.
- Modernize the administrative apparatus at all levels of work organization to make Brossard an enviable city in terms of sustainable resource management
“I met with the South Shore business community last month to share my vision for Brossard. The main theme of my speech was “Brossard in action for its future and for its future”. The 2023 budget, the ITP and the launch of these three major projects constitute a coherent action plan that is extremely stimulating and beneficial for our community. This is how my team and I are demonstrating vision, rigor and responsibility,” concluded Mayor Assaad.
