2025 Financial Statements
At the City Council meeting on July 2, Doreen Assaad, mayor of Brossard, presented the Ville de Brossard’s 2025 financial statements, which show a surplus of $13.5 million. This figure can be attributed to the strength of the real estate market combined with sound management of public finances.
Revenue Growth
Thanks to the strong local real estate market, the City generated $2 million in additional revenue. These are primarily attributable to the increase in transfer taxes resulting from major transactions in the region.
Cost Savings
Brossard achieved significant savings of $7.4 million, broken down as follows:
- $1.5 million in net salaries and payroll taxes, net of the provision;
- $2.2 million in adjustments to the litigation reserve;
- $3.7 million, thanks to rigorous management and a re-planning of operations.
Debt Level Balance
At the end of 2025, long-term debt stood at $187.3 million. This reflects a stable level of debt that is among the lowest in Quebec among comparable cities.
In addition, the City’s assets grew significantly: while they were worth slightly more than three (3) times the value of the debt in 2019, they were worth nearly four (4) times the total value of the debt in 2025.
Taxation Below the Inflation Rate
Through responsible management of revenues, expenditures, and debt, Brossard has managed to keep the growth in tax bills below the inflation rate. This is a priority for the City, which is thereby fulfilling its commitment to remain within its financial means
taxpayers.
Three-Year Capital Expenditure Plan for 2025–2026–2027
In 2025, the Ville de Brossard invested $72 million in its capital projects, including, notably, the completion of the Centre multigénérationnel and the modernization of several parks, in order to provide better services to the residents of Brossard. In addition, the City has continued to renovate its essential infrastructure to ensure its long-term sustainability.
