Ville de Brossard welcomes three new directors and a division manager to its organization: Isabelle Tardif as Director of Public Works, Martine Alie as Director of Human Resources, Nathalie Guérin as Director of Finance, and Patrick Turcotte as Division Manager, Finance and Accounting.
With their strategic vision and extensive experience in their fields, the City will benefit from the expertise of these new resources to optimize operations and processes within the organization. They will thus be helping to create the organizational structure that the city wants to put in place with three major projects to respond even more effectively to citizens’ needs, and which puts the employee at the heart of its priorities.
The three construction sites are : land management (building) defining the Brossard of tomorrow by defining our vision of the city, our signature and our needs in terms of infrastructure, parks and public facilities, community services management (service) defining our service offering in terms of citizen approach and customer promise to better meet the needs of our community, organizations and citizens, and human resources management (structuring and organizing) modernizing the administrative apparatus at all levels of work organization to make Brossard an enviable city in terms of sustainable resource management.
Introducing the directors
Isabel Tardif – Public Works Manager
Isabel Tardif has been with the company for several weeks now, and has a proven track record. She holds a master’s degree in project management from the Université du Québec en Outaouais and a master’s degree in municipal administration from the École nationale de l’administration publique. Isabel Tardif is also a member of the Quebec Order of Engineers and the Quebec Bar. She has nearly 20 years’ extensive experience in the municipal sector, having held various management positions in the towns of Aylmer, Gatineau and Mont-Royal. Since 2022, she has been Director, Performance Audits, at the Office of the Auditor General of Canada.
Martine Alie – Human Resources Manager
She will take up her new post on May 23. Martine Alie holds an MBA in Change Management from the Université du Québec à Montréal. She is also a lecturer at the Université de Montréal’s School of Industrial Relations and Faculty of Continuing Education. Martine Alie stands out for her inspirational leadership and strategic management skills. Her work experience and training are highly diversified. She has worked in the public and manufacturing sectors, notably for the Réseau de transport de Longueuil (RTL), the Réseau de la santé et des services sociaux du Québec and Héroux-Devtek.
Nathalie Guérin – Finance Director
The City will also welcome the next Director of Finance on May 29. Nathalie Guérin holds an MBA from the Université de Sherbrooke, and is a member of the Ordre des comptables professionnels agréés du Québec. She is also a member and former Chair of the Board of Directors of the Association des gestionnaires financiers municipaux du Québec (AGFMQ). Nathalie Guérin also has several years’ experience in the municipal sector, having developed her talents in a number of Montérégie cities, as well as at the Régie intermunicipale de police de Richelieu – Saint-Laurent.

Patrick Turcotte – Finance and Accounting Division Manager
In the same vein, we would like to mention the arrival of Patrick Turcotte, Head of the Finance and Accounting Division in the Finance Department. He will take office on May 8, 2023. A member of the Ordre des comptables professionnels agréés du Québec (CPA) and a Certified Management Accountant (CMA), he favors a systemic, flexible and strategic approach. Patrick Turcotte has worked for major organizations in both the private and public sectors, including the City of Montreal, VIA Rail Canada and the National Film Board (NFB).
