Composition
The Committee is made up of elected members, whose designation and number are determined by resolution of the Board. Officers and members of the mayor’s office are also part of the committee, assisting and enlightening elected members in the study of files presented to the committee.
Officers
- General Manager, Assistant General Manager – Asset Management, Assistant General Manager – Quality of Life, Clerk (Secretary);
- The General Manager, the Assistant General Manager – Asset Management and the Assistant General Manager – Quality of Life are responsible for the administrative follow-up of these orientations;
- The clerk acts as secretary to the committee and drafts the minutes to be signed by the president.
General mandate
- Establish guidelines and recommendations for matters to be dealt with at City Council meetings, and examine any matter submitted by the General Management;
- Set specific, annual terms of reference for Council committees and commissions for approval by City Council;
- Receive annual reports from committees and commissions.
- Only elected members decide on orientations and recommendations, which are passed by a majority vote.
Frequency of meetings
Following an established annual schedule, meetings are usually held on the two Tuesdays preceding each regular Council meeting, with the exception of the months of January and August (one Tuesday only), and as required, at the request of the Chairwoman.
Quorum
A majority of the Committee’s elected members constitutes a quorum.
