Composition

  • The committee is made up of elected members and municipal employees;
  • Members are appointed by resolution of the Municipal Council.

Officers

  • The treasurer (secretary) or deputy treasurer;
  • On request, internal and external resources can be invited to present files to the FC;
  • The treasurer is responsible for administrative follow-up.

General mandate

  • Carry out annual mandates assigned by the planning committee;
  • Monitor the city’s financial management;
  • Recommend any measures, policies or initiatives to ensure the monitoring and sound management of municipal finances;
  • Recommend medium- and long-term financial and tax strategies;
  • Monitor the City’s financial situation on a quarterly basis;
  • Recommend, in the context of the preparation of the annual operating budget and the three-year capital expenditure program, the orientations to be favored;
  • Review monthly list of cheques issued and accounts payable.

Specific mandates

  • Quarterly monitoring of interim results, ITP and debt;
  • Receive the auditor’s annual financial statements before they are submitted to the Board, and make any recommendations concerning the allocation of surplus earnings;
  • Review five-year financial projections;
  • Recommend 2023 budget guidelines, timetable and evaluate revenue scenarios;
  • Monitor the work of the Longueuil agglomeration’s Budget and Finance Committee and propose orientations to the Board, as required;
  • Evaluate options for deferring tax payments;
  • Establish a method for allocating professional resources in regulations.
  • Evaluate the potential for development royalties.

Feeting frequency

  • Meetings are held at least once a quarter, or more frequently when necessary;
  • Expenses are tracked on a weekly basis, either electronically or at a meeting when necessary.

Quorum

A quorum is two elected committee members.
